MAINE GOVERNOR THE FIRST
TO SIGN PET-PROTECTION LAW
New law will allow courts to include pets in protection-from-abuse orders.
Domestic violence victims in Maine will soon be able to protect their pets, as well as themselves, thanks to a new law signed by Govenor Baldacci on March 31st. The idea for this law, the first of its kind in the nation, stemmed from a presentation to the Maine State Bar Association, which highlighted the connection between domestic abuse and animal abuse.
Studies have shown that over 70% of women in battered women's shelters came from a home where an animal was also abused or threatened. One woman told police that her husband routinely killed pets to send a message that he was in control and that she and the children had best follow his rules.
The new pet-protection law, which was sponsored by Representative John Piotti, will allow judges to include pets in protection-from-abuse orders. If a pet that is owned by an abuse victim, is threatened or harmed, the abuser will face civil penalties. The law will take effect 90 days after the legislature adjourns.
